Prof. Dr. Andreas Lange, University of Hamburg, will present the paper "A NIMBY effect in the private provision of public goods: using large donation field experiments to inform public policy".

ABSTRACT

The decentralized implementation and realization of national or supra-national political targets and strategies crucially depend on the participation of all local actors involved. So far, however, little is known about the taste for a local provision of public goods. In our field experiment, we investigate whether the place of provision matters for citizens' voluntary contributions to the public goods refugee aid and developing renewable energies.

We take advantage of an online survey with 3,700 German respondents and ask them to donate their reward which they received for the participation. We employ four treatments where we randomly vary the place of the charities' engagement and, since the taste for the place of public good provision might differ for spending their own or public money, we additionally test for potential differences by randomly splitting the respondents into four groups where we apply different types of endowment.

Our experimental findings suggest that announcing the local provision of both public goods has rather negative effects. These results, however, crucially depend on the type of endowment. Our findings have important implications for researchers, politicians and practitioners and particularly call into question the so far exclusively positive evidence on individuals' preferences for locally produced green energy.
